Namibia Estate Agents Board (NEAB)
About the Namibia Estate Agents Board (NEAB)
The board of the NEAB consists of seven members appointed by the Cabinet of Namibia.
The role of the NEAB promulgated under the Estate Agents Act 112 of 1976, under which the Board operates requires that practitioners meet certain standards in order to become licensed (by writing the Board’s prescribed examination) and prohibits unethical conduct in the practice of estate agency.
Please note that the role of the Board is neither to protect the regulated industry nor to protect consumers at all cost. The role of the Board is to protect the public interest. Protecting the public interest means assuring every individual’s right to justice and equal treatment whether that individual is a consumer or estate agent.
The Board must, therefore, use its best efforts to achieve fair and impartial enforcement of law.

NEAB Examination & Training Options
Are you interested in a career as a real estate agent in Namibia? The question that’s asked most, is how do you start and where do you begin? We will provide you with some useful information to get started.
The first step is to prepare and pass the Namibia Estate Agents Board (NEAB) examination. The NEAB schedules three different exam dates during each year and you need to pass this exam before you can register as an estate agent.
We would suggest that you take the course as this prepares you for the examination and also provides you with some general knowledge of the real estate industry that will be useful during practice. See course providers and contact details below.
The study material that will be used during the course and for preparing for the exam can be purchased from the NEAB office. See prices below.
You must register for the exam at the NEAB office whereby they will provide you with the details and location where the exam will be written.
Please note, if you have already written and passed the exam in South Africa you will have to rewrite the exam in Namibia as the NEAB does not recognise or accept the South African qualification.
Once you have passed the exam then you can register and apply for your Fidelity Fund Certificate (FFC).

Fidelity Fund Certificate (FFC) Registration & Renewal
Once you passed the Namibia Estate Agents Board (NEAB) exam you can apply for your Fidelity Fund Certificate (FFC) at the NEAB offices. A person may not act as an estate agent unless that person is in possession of a valid FFC. When you apply for your FFC it takes ± two weeks for the NEAB to issue your FFC. You will also get a FFC ID card that you carry in your wallet for easy identification with clients.
In terms of the Namibia Estate Agents Act (112 of 1976), every estate agent and estate agency firm must obtain a FFC from the NEAB. It’s illegal to operate as an estate agent unless the NEAB has issued you with a valid FFC for the period during which you are acting as an estate agent.
With the new regulation that was implemented on 1 October 2015, the NEAB now also requires all estate agents and the estate agency to pay a yearly membership fee to the NEAB. Should you fail to pay the yearly membership fee then you will have to rewrite the NEAB exam to be able to obtain a valid FFC. The membership fee is N$500 per year per agent and agency.
This membership fee does not give you permission to act as an estate agent, you still have to register for your FFC before you may act as an estate agent.
See the required fees below:
One of the following fees are payable by NEW estate agents:
- N$2,400 – First Issue of FFC for Estate Agent joining during the period 1 January to 30 June (includes Membership Fee of N$500)
- N$1,650 – First Issue of FFC for Estate Agent joining during the period 1 July to 31 December (includes Membership Fee of N$500)
One of the following fees are payable by current agents that wish to renew their FFC for the upcoming year:
- N$2,100 – FFC Renewal for Estate Agent that applies before 31 October (includes Membership Fee of N$500)
- N$3,100 – FFC Renewal for Estate Agent that applies after 31 October (includes Membership Fee of N$500 and Penalty of N$1000)
The following fees are also payable for the main office and each branch office:
- N$800 – FFC Application for main place of Business (includes Membership Fee)
- N$300 – FFC Application for every Branch Office
Contact the Namibia Estate Agents Board (NEAB) on (061-249885) to confirm your correct registration amount and to obtain the documentation for registration. You need to submit the completed registration documentation with all other required documents and proof of payment at the Namibia Estate Agents Board (NEAB) offices for registration.
Once you receive your Fidelity Fund Certificate (FFC) from the Namibia Estate Agents Board (NEAB) then you can start trading legally as a licensed Real Estate Agent.
